
The Organization was established in accordance with the Charter of the United Nations, which calls on States to settle disputes by peaceful means and refrain from the use of force, and in accordance with the Statute of the Council of Europe, which emphasizes the vital importance of consolidating peace on the basis of justice and international cooperation.
Members of the Organization are legal entities that suffered losses as a result of the military aggression of the Russian Federation, private lawyers and advocates, international legal companies and other entities that support the program goals of the Organization and have ratified its Сharter.


Main Areas of Activity of the Organization

01. Coordination and Expertise
Coordination and mutual exchange of knowledge and experience in the development and implementation of legal mechanisms for compensation for damages caused to victims of unlawful military aggression.
02. Accountability for Violations
Exchange of information that can help create effective mechanisms for bringing violators of international law to justice, with due respect for confidential information, intellectual property rights and personal data.
03. International Participation
Joint participation in conferences, committees, working groups and other events (if necessary and with the consent of the Participants).
04. Legal Consultations
Joint consultations between the Members of Organization on the specifics of application of local and international legal norms in different jurisdictions and on other issues of common interest to the Members of Organization.
Main Methods and Means of Cooperation
Developing proposals for international institutions and organizations to establish or improve existing mechanisms for compensation for damages caused to victims of unlawful military aggression.
Promoting the improvement of national legislation in Ukraine and other jurisdictions to ensure effective international cooperation in bringing to justice those who have violated international law.
Preparation and filing of lawsuits against states, companies and other entities involved in unlawful military aggression or benefiting from the conflict.
Organization of legal support for affected individuals and businesses, including information and consultation support, assistance in collecting evidence, drafting claims and complaints, and representation in courts and arbitration institutions.
Ensuring cooperation with other international and national organizations to achieve a common goal.
Media coverage of the activities of the Memorandum’s signatories to draw public attention to the problems associated with illegal military aggression.
